Identify the response before diagnosing the shipment
There are three different situations: the form rejects the input format, the source returns no data, or the request cannot reach the source. Each calls for a different next step. Describing all three as an “open export” skips the checks needed to establish what was queried.
Record the message, time and lookup used. When comparing results, make sure they concern the same reference and similar times. Otherwise a later update may look like a disagreement between systems, or a result for another declaration may enter the discussion.
Return to the original document
Open the source document supplied by the declarant. Check that the full reference was copied without embedded spaces, a missing final character or a misread character from a scan. Confirm that its label says MRN rather than booking, container, ARC or an internal company reference.
A valid format is only a first check. It does not establish that customs accepted the particular declaration. If you have a draft, ask the issuer for the accepted reference associated with the actual movement, instead of repeatedly submitting a number from working paperwork.
Public-data coverage has limits
The Commission’s help describes coverage limitations, delays and differences from national systems. It also contains historical transit guidance. Its older retention periods and update timings should not be treated as a universal current rule for every MRN.
These limitations justify a further check; they do not identify the cause in your case. An “unknown” response cannot tell you which explanation applies. Ask the party with access to the declaration messages to confirm the reference and the recorded stage.

Choose the export or transit route
For export, ask the declarant about the export messages and the relevant confirmation document. For T1, ask the transit team about the NCTS history, arrival and discharge. The linked Polish PUESC services illustrate these separate processes and their response channels.
If the goods have physically arrived, include the date and transport record in the enquiry. Ask separately which procedural stage is confirmed. A clear reply should distinguish what is known from what still needs checking, so that the next person receives an actionable question.

Prepare an enquiry that can be investigated
Share the supporting information directly with the party handling the case. Keep customer references and documents out of public discussions.
- Identify the MRN, procedure and source document.
- Give the declaration date and the known transport history.
- Include the lookup response and time of checking.
- Specify whether you need acceptance confirmation, a status explanation or a particular document.
- Ask for the next action and responsible contact if the answer is not immediately available.
Handle a source outage as a technical result
If the source is unavailable, end the attempt without assigning a customs status. Try later or open the official MRN Follow-up. Matching errors from two tools using the same source are not independent evidence of a problem with the declaration.
