ARC, e-AD and MRN: which reference does your task need?

A document and its reference are different things

In EMCS, an e-AD documents a movement under excise duty suspension. Validation returns the document to the consignor with an ARC. Asking for a copy of the e-AD and asking for the ARC therefore serve different practical needs.

For a stage check, start with the ARC. To compare the goods, parties or movement details, ask an authorised participant for the documentation. A reference copied into a message does not show the complete information or subsequent changes.

Not every EMCS task uses an e-AD

Poland’s PUESC service distinguishes e-AD, e-SAD and the national e-DD according to the movement involved. Establish the applicable route with the handling team before selecting a form or requesting a document. Do not relabel a document as an e-AD simply because the goods are subject to excise.

Record the document name exactly as it appears in the source. If different names appear in the correspondence, resolve the discrepancy before continuing. A simple list of document, reference, issuer and purpose often reveals the actual missing item.

MRNs remain part of the customs process

AES exchanges information with EMCS for exports of excise goods and with NCTS for export followed by transit. Those system links do not turn an ARC and an MRN into a single reference.

If a journey involves an ARC, an export MRN and a transit MRN, assign each to its own document. Do not use a positive result for one reference to answer every question about the journey. Direct a report-of-receipt enquiry to the EMCS team and a question about T1 history to the transit team.

Match the checking service to the question

ARC Follow-up provides a public check of international movements. Operator authorisation information is checked separately in SEED. Ask an authorised participant for documents and messages from the relevant national system.

If the other party’s request is unclear, state the purpose: checking a stage, obtaining a document or confirming the company’s details. This makes it possible to choose the right reference without trying every number in every lookup.

A checklist for linked movement documents

Prepare one consistent record for your team and the authorised parties working on the case. The aim is to make the relationship between references explicit.

• Record each document’s full name, reference and responsible handling party.
• Establish which goods and which leg of the journey it covers.
• Keep company excise numbers separate from movement ARCs and customs MRNs.
• Label every response with its system, event date and the point it establishes.
• When documents differ, identify the precise discrepancy and ask the issuer to confirm the current version.
• Share documents through an agreed channel and keep identifiers out of public links.
